Yesterday, Wednesday August 7th the ELCA Churchwide Assembly took up a memorial from multiple synods relating to our nation’s welcome to migrants including refugees and asylum seekers. The memorial was brought to the floor and in the course of the floor discussion an amendment was added stating that the ELCA would be a sanctuary church (the text of the resolved section is at the bottom of this text). There was much debate on that amendment relating to what that means for us as a church community and how that statement would be interpreted and utilized in congregational life. When the question was called on the amendment it was passed and added to the memorial that then was almost unanimously passed. In so doing the ELCA became the first major protestant denomination in the United States to make such a statement about being a sanctuary body. We then held a march and prayer rally for peaceful and bi-partisan immigration reform at the Milwaukee headquarters of homeland security. The march was a non-partisan, dramatic and peaceful statement of our church that we stand in solidarity with people who are seeking refuge across the world. Calling on our leaders to find solutions that are just, end separation of families, and provide dignity for sisters and brothers in Christ. The system of immigration we have in our nation is broken and has deep impacts in our communities, particularly our Latinx and other immigrant congregations. I am proud of our church for making a statement of support for the work of the ELCA’s campaign since 2016 called AAMPARO.
Since that statement many questions have been asked about what this means for local congregations, church organizations such as camps and other institutions, as well as for synods. To clarify some of these issues the following has been prepared. +The scriptures time and again challenge the people of God to welcome the stranger and alien in their land. To be a people of hospitality and welcome knowing the once we were not a people, but now we are God’s own people by grace.
+The majority of members of ELCA congregations, with the notable exceptions of first nations peoples and those whose ancestors were brought here as slaves or other means against their will, can trace their roots to immigrants. Our work with immigrants and refugees is a way in which we practice our faith in the world. In the wake of WWII, when 1 in 6 refugees in the world were Lutherans, Lutherans in the United States started Lutheran Immigration and Refugee Service (LIRS) www.lirs.org.
+In 2016 the ELCA Churchwide Assembly committed to walking alongside Central American children and families fleeing their communities by passing the AMMPARO strategy (Accompanying Migrant Minors with Protection, Advocacy, Representation, and Opportunities). Through the AMMPARO Strategy, we support organizations and faith communities that work with deported migrants in Central America and advocate for a humane treatment of immigrants in Mexico. In this way we support and try to improve the lives in individuals in their home countries so they do not desire to make the dangerous journey to immigrate.
+By stating it is a sanctuary denomination the ELCA Churchwide Assembly is publicly declaring we walk alongside immigrants and refugees as a matter of faith. Our governing body declared that when we preach on Sunday that Jesus told us to welcome we will use our hands and voices on Monday to make sure it happens.
+We do not yet know every way this declaration will impact our church. However, the Churchwide action in no way obligates the property or resources of any congregation or church institution. Each entity, including the NT-NL Synod, must discern what being a sanctuary church means for them.
+Sanctuary work can take a number of forms, many our congregations are already doing. The most important is that we be willing to have the challenging conversations about immigration policy in a way that leads to advocacy for bi-partisan action by our leadership to resolve the crisis. This could be hosting English as a Second Language (ESL) classes, partnering with one of our Latinx or immigrant congregations, witnessing and speaking as people of faith to end the detention and separation of children and families. In some congregations this means providing housing for a community member facing deportation. All of these are a step closer to sanctuary in our faith communities and sanctuary in our world for people who have to leave their homes.
+Being a sanctuary denomination means that we, as a church together, want to be public and vocal about this work and the need for humane reform to our immigration system. It will certainly mean expanding and coordinating our work, and having conversations about what sanctuary means with many of our members. Welcoming people is political because it is about people. But it is not a partisan issue, it is a matter of faith.
El día de ayer, miércoles 7 de Agosto la Asamblea Nacional de la IELA tomó una propuesta que incluye varios sínodos, relacionado a nuestra nación y la bienvenida a migrantes incluyendo refugiados y aquellos en busca de asilo. La propuesta fue traída al piso de discusión y en el transcurso de la misma una enmienda fue incluida, describiendo que la IELA se convertiría en una iglesia santuario. Hubo mucha discusión acerca de esta enmienda relacionada al significado que tendrá para todos nosotros como iglesia comunitaria y como esta declaración sería interpretada y utilizada en la vida congregacional. Cuando llegó la hora de aceptar o no tal enmienda, ésta fue aprobada y agregada a la propuesta; fue entonces que casi unanimemente se aprobó dicha propuesta. Al hacer ésto la IELA se convirtió en la primera denominación protestante de importancia en los Estados Unidos en hacer tal declaración acerca de convertirse en una entidad santuario. Mas tarde, marchamos y oramos en una manifiestación por una reforma inmigratoria pacífica y bipartidaria en las oficinas principales de Seguridad Nacional de Milwaukee. La marcha fué una acción neutral, dramática y pacífica de nuestra iglesia mostrando que nuestra solidaridad se encuentra con las personas quienes estan buscando refugio atraves del mundo. Hacemos un llamado a nuestros líderes para encontrar soluciones que sean justas, que acaben con la separación de familias, y que provean dignidad para nuestras hermanas y hermanos en Cristo. El sistema de inmigración que tenemos en nuestra nación esta dañado e impacta a nuestras comunidades profundamente, particularmente nuestras congregaciones Latinx e inmigrantes de otro origen étnico. Estoy orgulloso de que nuestra iglesia haya hecho esta declaración de apoyo principalmente por el trabajo de la IELA y su campaña llamada “Acompañando a Menores Migrantes ofreciendo Protección, Defensa, Representación y Oportunidades” (AAMPARO por sus siglas en inglés) iniciada desde el 2016.
Desde que se hizo esa declaración muchas preguntas han sido formuladas acerca de que significa ésto para las congregaciones locales, organizaciones religiosas como campamentos y otras instituciones, como también para los sínodos. Para contestar algunas de estas inquietudes se ha preparado las siguientes aclaraciones. + En las escrituras una y otras vez el pueblo de Dios fue retado a darle la bienvenida al extranjero y al forastero en sus tierras. Estamos siendo retados a ser un pueblo de hospitalidad y bienvenidad sabiendo que alguna vez no fuimos pueblo, pero ahora somos el pueblo de Dios atraves de Su gracia.
+ La mayoria de miembros en las iglesias de la IELA, con la excepción de los pueblos nativos y aquellos que sus ancestros fueron traídos a este pais como esclavos ó por otros medios en contra de su voluntad, pueden trazar sus raices a inmigrantes. Nuestro trabajo con inmigrantes y refugiados es una de las formas en que practicamos nuestra fé en el mundo. En el comienzo de la Segunda Guerra Mundial, cuando 1 en 6 refugiados en el mundo eran Luteranos, los Luteranos en los Estados Unidos iniciarón el Servicio Luterano de Inmigración y Refugiados (LIRS) www.lirs.org.
+ La Asamblea Nacional de la IELA en 2016 se comprometió a acompañar a los niños y las familias procedentes de Centro América que estaban escapando de sus comunidades al aprobar la estrategia AMMPARO (“Acompañando a Menores Migrantes ofreciendo Protección, Defensa, Representación y Oportunidades”). Atraves de la estrategia AAMPARO, apoyamos organizaciones y comunidades de fé que trabajan con migrantes deportados en Centro América y abogamos por un trato humano para los inmigrantes en México. De esta forma apoyamos y tratamos de mejorar la vida de individuos en sus paises de origen para que no tengan el deseo de emprender la trayectoria tan peligrosa al inmigrar hacia el norte.
+ La Asamblea de la Iglesia Nacional IELA al declararse como denominación santuario esta públicamente indicando que caminaremos al lado de inmigrantes y refugiados en cuestiones relacionadas a la fé. Nuestro cuerpo gubernamental declaró que cuando predicamos el domingo que Jesús nos ha dicho que hay que dar la bienvenida, nosotros usaremos nuestras manos y nuestra voces el día lunes para asegurarnos que se hará realidad.
+ Todavía no sabemos como esta declaración impactará nuestra iglesia. Sin embargo, la acción tomada por la iglesia nacional de ninguna forma obliga a la propiedad o a los recursos de ninguna congregación o iglesia o institucion ha ser utilizados. Cada entidad, incluyendo el Sínodo NT-NL (Norte de Texas-Norte de Louisiana), debe dicernir que signifca para cada uno el ser una iglesia santuario.
+ La definición y el trabajo de santuario puede tomar muchas formas, varias de nuestras congregaciones ya lo estan haciendo. Lo más importante es tener la voluntad de tener estas conversaciones difíciles acerca de la póliza de inmigración de tal forma que nos lleve a abogar por una acción bipartidaria de nuestros líderes para resolver esta crisis. Santuario podría ser el proveer clases de Inglés como segundo idioma (ESL), el participar con alguna de nuestras congregaciones Latinx or de otro origen étnico, el dar testimonio y hablar como personas de fé para poner fin a la detención y separación de niños y familias. En algunas congreaciones ésto significa proveer vivienda a algún miembro de la comunidad que este enfrentando deportación. Todo lo antes mencionado describe que es ser santuario en nuestras comunidades de fé y santuario en nuestro mundo para aquellos que tienen que dejar atrás sus hogares.
+ El ser una denominación santuario significa que nosotros, como iglesia unida, queremos públicamente hablar acerca de este trabajo y la necesidad de reformar humanamente nuestro sistema de inmigración. Lo que significa que tenemos la necesidad de expandir y cordinar nuestro trabajo, teniendo conversaciones con muchos de nuestros miembros acerca de que significia ser sanctuario. Darle bienvenida a la gente es político porque estamos hablando de personas. Pero no es un asunto partidiario, ésto es un asunto de fé.

To receive with gratitude the memorial from the Metropolitan New York Synod concerning sanctuary;
To reaffirm the long-term and growing commitment of this church to migrants and refugees and to the policy questions involved, as exemplified most recently in the comprehensive strategy Accompanying Migrant Minors with Protection, Advocacy, Representation and Opportunities (AMMPARO);
To recognize that the ELCA in congregations, synods and the churchwide organization are already taking the actions requested by this memorial; and
To request that appropriate staff on the AMMPARO team, LIRS and the Domestic Mission, Global Mission, and Mission Advancement units review the existing strategies and practices by the five current sanctuary synods and develop a plan for additional tools that provide for education and discernment around sanctuary; and
The Evangelical Lutheran Church in America declares itself a sanctuary church body; and
To request the ELCA Church Council, in consultation with the appropriate churchwide units and offices, provide guidance for the three expressions of this church about what it means to be a sanctuary church body and provide a report to the 2022 Churchwide Assembly.
